Transfer Plate Transaction

Logging into KCOVRS

  1. Go to the website www.truckingks.org
  2. Scroll down underneath the picture under “Renewal Links” select the 2nd link down that says “Click here to go to KCOVRS Login Page
  3. This will take you to the sign on for the KCOVRS website
  4. Enter your full Account number with a KS in front of it. If your account number is less than 6 digits you will add leading zeros. For Example, if your account is 1234 you will enter KS001234
  5. If you have not logged on in more than thirty days, you will need to get your password reset
    1. Use the “Forgot Password” function on the login page to reset your password
    2. If the “Forgot Password” function does not work, please call 785-296-3621 Ex 2-2
    3. Once your password has been reset login and answer your secret question

Documents Required for Transfer Plate Transaction

  1. Proof of Ownership
  2. Bill of Sale for Vehicle Purchased
  3. Bill of Sale for Vehicle Sold
  4. Signed Title Application
  5. Schedule C
  6. Proof of Insurance
  7. Lease Agreement
  8. Lease Purchase Agreement
  9. VIN Inspection (If out-of-state title)
  10. Lien Release
  11. HVUT-2290 Form (If vehicle registered over 54,000lbs)

Starting the Transaction

  1. Go to Applications on the menu, drop down to select “IRP & CMV
  2. This will take you to the “IRP Menu
  3. Go to the supplement tab and drop down to “Transfer Plate
  4. Your Account Number will populate. Enter Fleet Number, Expiration Year (current year), and Supplement Effective Date (Date of Purchase)
  5. Select “Proceed

Vehicle Tab

  1. At the top of the page, you will enter the VIN in the “New Vehicle search Criteria
  2. Select the “Copy From” button, if you do not select the “Copy From” button you will not be able to proceed to the next page and will need to “Refresh” and enter the vehicle details again
  3. In the “Old Vehicle Details” section you will enter in either your Unit, VIN, or plate number that you are transferring fees from. Then you will select the “Copy From” button
  4. Select the reason for removing the vehicle in the “Delete Reason” drop down menu
  5. The VIN number will populate below in the “Vehicle Details
  6. Enter “Vehicle Year” in the vehicle year open field
  7. Select the “Vehicle Type” in the drop-down menu
  8. Select “Fuel Type” in the drop-down menu
  9. Select “Make” in the drop-down menu
  10. Enter “Model” in the open field if the information is available
  11. Enter the number of axels in the “Axels” open field
  12. Enter the number of combined axels in the “Combined Axels” open field
  13. Enter the “Unit Number” in the open field, this can be any number of your choosing
  14. Select “Color” of the vehicle in the drop-down menu
  15. Enter the “Empty Weight” in the open field for Empty weight
  16. In the “Title Jurisdiction” select the State that the title has been issued from in “Title Jurisdiction” drop down
  17. Select the “Title Document Type” in the title document type drop down menu
  18. If the information is available, enter in the title number in the “Title No.” open field
  19. If the vehicle will operate under a different DOT number than the account, you will enter in the Tax ID number associated with that DOT in the “Safety TIN” open field
  20. If the vehicle will operate under a different DOT number than the account, you will enter in the DOT in the “Safety DOT” open field
  21. Select the weight that your vehicle will operate under in the “Weight Group No.” drop down
  22. If the title assignment is the same as the company name you will check the “Company Owned” checkbox, this will populate the information in the open fields below
  23. If the title assignment is different than the company name you will enter the Owner Name, Owner Street, Owner Jurisdiction (state) Owner Zip, Owner City, and Owner County as it appears on the title assignment in the open fields under “Owner Address
  24. If you are adding a vehicle to a CMV Fleet you will enter the Street, Zip Code, City, and County that the vehicle is garaged in under “Garage Physical Address” open fields
  25. Enter the purchase price of the vehicle in the “Purchase Price” open field
  26. Enter the purchase date of the vehicle in the “Purchase Date” open field
  27. For IRP Fleets you will enter the “Factory Price” this would be the MSRP on the vehicle
  28. If there is a lien on the vehicle you will select the “Lien Holder" check box
  29. If new title work is required, you will select the “New Kansas Title Required” check box
  30. If this vehicle will operate with a special registration type you will select either “6000 mile” or “Local Registration” under the “Special Registration Type” check box
  31. If the vehicle is an autonomous vehicle, you will select the “Autonomous Vehicle” check box
  32. Once you have completed entering all the vehicle details you will “Proceed” then double check the Vehicle Details Verification page and then “Proceed” again
  33. Next a blank “Vehicle Details” screen will appear again, if you need to add more than one vehicle on the transaction you will repeat steps 1-29 again
  34. If you are done adding vehicles to the transaction, you will select the “Done” button and it will move you to the “Billing Tab

Billing Tab

  1. On this tab you will select “Proceed”, when you proceed it will prepopulate the fields under “Fees”, you will select “Proceed” again
  2. An invoice will generate in a separate window, this will tell you the amount that is owed for the transaction and a temporary cab card will be attached

Three Options Moving Forward

  1. Continue in the transaction and pay the invoice amount by credit card or escrow
  2. Print your invoice, sign the signature page, and mail it in to your local processing location with the documents referenced under “Documents Required for Adding a Vehicle
  3. Print your invoice, sign the signature page, and take it in-person to your local processing location with the documents referenced under “Documents Required for Adding a Vehicle

Payment

  1. Credit Card Payment
    1. Press “Proceed” and review the Payment Verification screen. “Proceed” again and your transaction will be placed in the “Cart”, you will the see it under “Cart View” to continue press “Proceed”.
    2. If you would like to use a credit card, then you will select “Credit Card” button and the second window will pop up. This will be the Lexis Nexis payment window. Fill out the information and then select “Continue”. Once your payment has been completed you will close the window. Go back to the main screen and press “Complete”. A final payment invoice will be generated with your 2024 credentials.
    3. Note: Credit cards will charge a service fee of 3.25% for the transaction.
    4. Note: Do not fill in any information on the payment screen, only press the credit card button or the CC payment window will not appear, if you have done this press “Refresh” and then the Credit Card button.
  2. Escrow Payment
    1. If your account has enough money in your escrow account, you can use that amount to apply to your invoice total. You will select “Escrow” Under “Payment Type”, the escrow amount will then be applied. If the amount covers the invoice total, then press “Proceed”.
    2. If the amount is less than the total, then you would press “Add” this will add a second line to Payment Type. You will select “Escrow” for “Payment Type” and enter the remaining balance under “Payment Amount”. Select “Proceed”, Confirm, and then “Complete”. Then the system will generate a Payment Receipt.

Credentials

To receive your plate and cab card, documentation will have to be sent to or taken into a preferred county location. There they will verify that the paperwork and documentation is filled out correctly and then complete the transaction from an internal standpoint.
